RFP: Transitioning Fuel Tax Assessments to a Road Usage Charge February 17, 2021 TRB's National Cooperative Highway Research Program (NCHRP) has issued a request for proposals to evaluate and present viable paths and strategies for implementing road usage charging at the state, multi-state, and regional levels that generate revenues that could supplement, and/or may ultimately replace, motor fuel taxes as the primary funding source for surface transportation. Proposals are due February 17, 2021 by 5:00 PM Eastern.

RFP: Developing Alternative Aircraft Arresting Systems February 17, 2021 TRB's Airport Cooperative Research Program (ACRP) has issued a request for proposals to
(1) Identify and develop potential viable systems, configurations, and technologies for arresting aircraft at all types and sizes of airports that are not covered by existing patents. Solutions could consider but should not be limited to technical alternatives presented under ACRP Report 29: Developing Improved Civil Aircraft Arresting Systems that could be further developed. In addition, the research should include an assessment of economically feasible solutions applicable to GA airports and
(2) Develop a model to evaluate and assess the characteristics of the proposed materials or systems to demonstrate its viability as an acceptable equivalent runway safety area. It should include physical material and or system testing. Proposals are due February 17, 2021 at 5:00 PM Eastern.

Propose New Topics for the 2022 NCHRP Synthesis Program: Submissions due February 17February 17, 2021 TRB's National Highway Cooperative Research Program (NCHRP) is seeking potential synthesis study topics for the 2022 NCHRP Synthesis Program. In the coming year, NCHRP will fund 18 new synthesis topics. A new Synthesis Topic Outline offers guidance in creating a topic. Topics must be submitted through the NCHRP Synthesis Topic Submission Portal by February 17, 2021.
A synthesis study documents current practice and experience for specific highway topics. The following
factors are considered in the selection process for new topics.
- The objective of the scope of work is to document current highway practice in state departments of transportation (DOTs);
- The synthesis documents current practice, not best practice; it is not a research project or a guidebook;
- The topic addresses an area of practice that is widespread and of general interest to state DOTs; and
- The topic should be timely and critical for expediting delivery, improving the quality, or lowering the
cost of highway programs.
Please forward this announcement to others who may be interested. For further information, contact Jo Allen Gause at jagause@nas.edu.

RFP: Traffic Safety Culture Research RoadmapFebruary 18, 2021 TRB's National Cooperative Highway Research Program (NCHRP) has issued a request for proposals to
(1) Identify traffic safety culture (TSC) research questions, gaps, and stakeholders
(2) Produce a prioritized TSC research roadmap with stakeholder input that includes fully developed research problem statements
(3) Develop a communication plan to disseminate the research roadmap
(4) Develop a process management plan to systematically revisit research priorities to guide research and ensure its future relevancy.
Proposals are due February 18, 2021 at 5:00 PM Eastern.

RFP: Alternative Methods to Manage Tree Growth Near AirportsFebruary 24, 2021 TRB's Airport Cooperative Research Program (ACRP) has issued a request for proposals to create a guidebook that (1) identifies and evaluates alternative methods for obstruction related data collection and analysis, and (2) includes strategies that effectively monitor and manage tree growth in and around airports. The guidebook should be applicable to different types, locations, and sizes of airports. Proposals are due February 24, 2021 at 5:00 PM Eastern.

RFP: Maximizing Proceeds from the Fleet Asset Disposal Sales Process February 25, 2021 TRB's National Cooperative Highway Research Program (NCHRP) has issued a request for proposals to develop a manual for state department of transportation fleet managers for selecting effective strategies for preparing, marketing, and selling surplus equipment and vehicles to maximize proceeds. The manual will be accompanied by a decision support matrix with a graphical presentation of options and considerations for the disposal sales process to guide the selection of specific strategies. Proposals are due February 25, 2021 by 5:00 PM Eastern.
