TRB Transportation Research E-Newsletter Distribution Change Coming in April

In April, TRB will change the service that it uses to deliver the Transportation Research E-Newsletter to your e-mail inbox. By partnering with a new system, GovDelivery, TRB expects to improve the E-Newsletter’s delivery efficiency and expand its subscriber base. The use of GovDelivery also opens up potentially new e-mail notification options to TRB’s electronic communications portfolio. To help ensure that the E-Newsletter transition to GovDelivery goes as smooth as possible, please ask your e-mail administrator to white list e-mail coming into your system from TRBNews@updates.nas.edu. If you do not use an agency or corporate e-mail system, then you are encouraged to add TRBNews@updates.nas.edu to the safe senders list in your personal junk e-mail or spam folder. TRB Webinar: Using the New Roadside Analysis Program, Version 3 (RSAPv3) to Design Roadsides

TRB will conduct a webinar on March 27, 2013 from 2 p.m.- 3:30 p.m. ET that will show participants how to use the Roadside Safety Analysis Program (RSAP). Participants must register in advance of the webinar and there is a fee for non-TRB Sponsor employees. A certificate for 1.5 Professional Development Hours (PDH) will be provided to attendees who register and attend the webinar as an individual. The Roadside Safety Analysis Program (RSAP) was developed to update and enhance the cost-effectiveness analysis procedures in the AASHTO Roadside Design Guide. The program and its interface have recently undergone an extensive upgrade to incorporate new research results, enhance computing capabilities, and improve ease of use.

TRB Webinar: Guidelines for the Use of Mobile LIDAR in Transportation Applications

TRB will conduct a webinar on April 11, 2013, from 2:00p.m.- 3:30 p.m. ET that will highlight TRB’s National Cooperative Highway Research Program report: Guidelines for the Use of Mobile LIDAR in Transportation Applications. Participants must register in advance of the webinar and there is a fee for non-TRB Sponsor employees. A certificate for 1.5 Professional Development Hours (PDH) will be provided to attendees who register and attend the webinar as an individual. Mobile LIDAR is a new 3D technology that offers a promising way to help transportation agencies plan, design, construct and maintain their highway networks. This active system of measurement can be used to obtain accurate and dense 3D information to support a wide variety of applications.

TRB is co-sponsoring a live-streaming webinar on April 18, 2013, from 3:30 p.m-4:30 p.m. EDT that will explore the results of TRB’s National Cooperative Highway Research Program (NCHRP) Report 742: Communicating the Value of Preservation: A Playbook. There is no fee to attend this webinar; however, participants must register in advance. Professional Development Hours will not be offered for this webinar.

TRB Webinar: Environmental Planning for Airport Winter Operations
March 15, 2013
TRB will conduct a webinar on April 25, 2013 from 2:00 p.m.- 4:00 p.m. ET that will feature research conducted by TRB’s Airport Cooperative Research Program (ACRP) about environmental planning aspects for deicing materials and the collection and monitoring of storm water management systems. Participants must register in advance of the webinar, and there is no fee associated with this webinar. This webinar will provide two Continuing Education Units for Accredited Airport Executives. Two Professional Development Hours (PDHs) for Professional Engineers will be awarded to persons who register and attend the webinar as an individual. This webinar is pending approval by the American Institute of Certified Planners (AICP) for two Continuing Maintenance (CM) credits.

14th TRB National Transportation Planning Applications Conference

TRB is sponsoring the 14th TRB National Transportation Planning Applications Conference on May 5-9, 2013, in Columbus, Ohio. The conference will focus on new transportation planning techniques and methods, and will examine practical, innovative, and timely technical and policy approaches to transportation planning. TRB's second Strategic Highway Research Program (SHRP2) is offering a limited number of early bird registration, hotel, and travel fellowships for conference attendees from public agencies and students in transportation planning related programs. Assistance may be limited to one award per agency depending on volume of requests. Applications must be submitted by April 1, 2013. TRB is cosponsoring the IBC 2013 on June 2-6, 2013, in Pittsburgh, Pennsylvania. IBC 2013 will address issues of concern to bridge owners, designers, and engineers; senior policy makers; government officials; construction executives; and suppliers. Advance registration rates end May 3, 2013.

10th International Symposium on Cold Regions Development (ISCORD)*

TRB is cosponsoring the 10th International Symposium on Cold Regions Development (ISCORD) on June 2-3, 2013, in Anchorage, Alaska. The symposium will explore efforts necessary to conduct large scale commercial and research activities in cold regions that don’t have significant adverse effects to the environment as well as to the local population. Issues to be addressed during the symposium include environmental assessments, assurance for response readiness for incidents, new sustainable technologies, and more. Meeting State and MPO Information Needs in a Constrained Fiscal Environment: Joint Midyear Meeting for TRB and AASHTO Committees

TRB is sponsoring Meeting State and Metropolitan Planning Organizations (MPO) Information Needs in a Constrained Fiscal Environment: Joint Midyear Meeting for the Transportation Research Board (TRB) and the American Association of State Highway and Transportation Officials (AASHTO) Committees on June 10-12, 2013, in Washington, D.C. This unique TRB conference will blend the traditional midyear business meetings of more than a dozen standing committees with a focus addressing the transportation challenge of doing more – and better – with less. The conference will review guideposts for navigating an era of constrained resources, explore the state of performance measurement mandates in the Moving Ahead for Progress in the 21st Century Act, and explore future opportunities for TRB committees and the professional as a means to enhance mobility in a constrained fiscal environment. The RILEM (International Union of Laboratories and Experts in Construction Materials, Systems and Structures)symposium is designed to micro- and nano-modification of infrastructure materials and the associated multi-scale characterization, which has the potential to open up new uses and classes of materials.

TRB’s Airport Cooperative Research Program is accepting applications for its Graduate Research Award Program on Public-Sector Aviation Issues for the 2013/2014 academic year. The program, sponsored by the U.S. Federal Aviation Administration and administered by ACRP, is designed to encourage applied research on airport and related aviation system issues and to foster the next generation of aviation community leaders. Applications must be received no later than May 30, 2013.

TRB’s Transportation Research Record: Journal of the Transportation Research Board, No. 2317 consists of 16 papers that explore the impact of bus rapid transit systems on road safety; busway design; buses as low-carbon mobility solution; motorized vehicle purchases; car ownership policies in megacities; models of auto and motorcycle ownership and mode choice; and the characteristics of mixed traffic on urban arterials. This issue of the TRR also examines bicycle equivalents for mopeds; impacts of red light cameras; bicyclists' perception of comfort on physically separated bicycle paths; electric bicycle rider behavior at signalized intersections; motorcycle safety in rural areas; sustainable urban transport policy; accident-induced indirect costs for determining penalties for violations of laws; congestion cost equations for multilane highways; and conducting transportation survey research.

Practical design is the default term used in the report to describe approaches or initiatives some state transportation agencies have adopted that result in design solutions for specific roadway projects believed to better address the critical needs of the entire roadway system.

The report includes design standards and design examples for complete prefabricated bridge systems, and proposes specification language for accelerated bridge construction systems, which adheres to the American Association of State Highway and Transportation Officials (AASHTO) Load and Resistance Factor Design (LRFD) Bridge Design and Construction Specifications.

TRB’s National Cooperative Highway Research Program (NCHRP) Report 733: High-Performance/High-Strength Lightweight Concrete for Bridge Girders and Decks presents proposed changes to the American Association of State Highway and Transportation Officials’ Load and Resistance Factor Design (LRFD) bridge design and construction specifications to address the use of lightweight concrete in bridge girders and decks. The proposed specifications are designed to help highway agencies evaluate between comparable designs of lightweight and normal weight concrete bridge elements so that an agency’s ultimate selection will yield the greatest economic benefit.

The Partnership for Air Transportation Noise and Emissions Reduction (PARTNER) has released a report that examines the cost to airlines of meeting the U.S. Federal Aviation Administration’s goal using renewable fuel produced from a Hydroprocessed Esters and Fatty Acids process. PARTNER is an aviation cooperative research organization sponsored by the Federal Aviation Administration, NASA, Transport Canada, the U.S. Department of Defense, and the U.S. Environmental Protection Agency.
