TRB Volunteer Profile: Judith B. Corley-Lay
Judith B. Corley-Lay, retired from the North Carolina Department of Transportation, is a featured volunteer in the
TR News. Her areas of expertise include aggregate base course pavements, unbonded concrete overlays, ultra-thin bonded wearing courses, and nondestructive testing of pavements with a falling weight deflectometer. At NCDOT, Ms. Corley-Lay guided the implementation of a pavement management system and helped develop a draft of the agency’s transportation asset management plan. She also lead research on various aspects of chip seal construction, design, and inspection, which led to the adaptation of recommended chip gradations by NCDOT.
At TRB, Ms. Corley-Lay chairs the Standing Committee on Pavement Preservation, and is a member of two NCHRP panels related to pavement design. She has been involved in TRB for almost thirty years, and has been an active member within the pavement and maintenance and preservation sections.
