Use and Management of Other Transaction Agreements with PHMSA and FAA
The U.S. Department of Transportation Office of the Inspector General has released a report that evaluates the management of Other Transaction Agreements (OTAs) by the Pipeline and Hazardous Materials Safety Administration (PHMSA) and Federal Aviation Administration (FAA). An OTA is exempt from federal regulations that affect governing acquisitions and financial assistance, which can allow agencies more flexibility to achieve mission goals. Currently, PHMSA and the FAA are the only two government agencies that use OTAs.
