Cover: Windy Ridge toll plaza on Foothill/Eastern toll road in Orange County, California. In 1986 local governments in Orange County obtained state enabling legislation for creation of the San Joaquin Hills and Foothill/Eastern Transportation Corridor Agencies (TCAs). The federal government provided standby lines of credit that enabled the TCAs to assemble the finance packages necessary for construction of both the San Joaquin Hills and Foothill/Eastern projects as toll roads. This new approach to finance was a model for TIFIA (Transportation Infrastructure Finance and Innovation Act), which was incorporated in TEA-21 (Transportation Equity Act for the 21st Century).
