TRB's Transit Cooperative Research Program Oversight and Project Selection (TOPS) Commission members identify research priorities to address practical questions facing public transportation practitioners and provide overall program guidance to TCRP staff. Members participate in selecting projects to be undertaken by TCRP and evaluate the program during three-year terms.
