TRB Webinar: Airport Emergency Management and Irregular Operations (IROPS)

TRB conducted a webinar on August 19, 2013 from 2:00 p.m.- 3:30 p.m. ET that featured research conducted by TRB’s Airport Cooperative Research Program (ACRP) that provides managers, airport operators, and emergency planners with effective ways to thoroughly prepare for events that are disruptive to normal airport operations.

Airport operators and planners are faced with many challenges when an emergency situation occurs that will disrupt normal airport operations, including customer core needs and safety. The importance of including irregular operations (IROPS) events as well as chemical, biological, radiological, nuclear, or explosive (CBRNE) events when developing and evaluating airport emergency plans (AEPs) is essential, as are effective communication systems to provide for regional assistance during such emergencies. The presentations in this webinar will highlight the following ACRP reports that address these issues:

Hollis Stambaugh, HS Management Consulting, will present the results of ACRP Report 12: An Airport Guide for Regional Emergency Planning for CBRNE Events. Hollis will present the details that airports should cover in their hazard and threat assessments and in their AEPs and Annexes so that responses to significant incidents can be thoroughly and accurately planned. She will also discuss the special issues involving terrorist use of CBRNE materials targeted to airports, and the mutual aid that would have to be drawn from beyond the immediate locale.

Rose Agnew, Aviation Innovation, will present ACRP Report 65: Guidebook for Airport Irregular Operations (IROPS) Contingency Planning. Stephanie will highlight features in the guidebook that will assist commercial passenger service airports of all sizes to develop, continually evaluate, and update their contingency plans for procedures pertaining to IROPS that may cause significant disruptions to customers.

Frank Barich and David Jividen, Barich Inc., will present the ACRP Report 88: Integrating GIS in Emergency Management at Airports, soon to be released. Frank will present recently published research that outlines the capabilities of GIS with respect to emergency management; examines the benefits, costs, and challenges associated with integrating GIS into emergency management planning for airports and their mutual aid partners; and provides guidance on implementation and use of GIS to support emergency management.
