Design Speed, Operating Speed, and Posted Speed Practices

TRB’s National Cooperative Highway Research Program (NCHRP) Report 504: Design Speed, Operating Speed, and Posted Speed Practices examines the relationship between design speed and operating speed through a survey of the practice and an analysis of geometric, traffic, and speed conditions. The report also presents the basis for recent changes in speed definitions in the American Association of State Highway and Transportation Officials' A Policy on Geometric Design of Highways and Streets (Green Book) and the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD).
