FY 2020 AIRPORT COOPERATIVE RESEARCH PROGRAM SYNTHESIS TOPICS: Nominate
Topic Panel Experts, Principal Investigator Letters of Interest and
Qualifications to Consult, And Propose New Topics for 2021
You are invited to express interest to serve as an expert topic
panelist, serve as a consultant principal investigator for a topic
panel, or submit new ACRP Synthesis topics.
PANEL EXPERT
To nominate a panel expert you will be asked to submit an electronic resume for your nominee. Nominations are due January 17, 2020.

CONSULTANT
To submit your letter of interest, please use the following link: Submit a Letter of Interest. Consultant letter of interest is due April 3, 2020. The letter of interest must be a single PDF, less than 10 MB. The new topic scopes are linked at the bottom of this page.
Please note the following information for consultants:
- View a sample of our consultant contract. (There is a modified version of this for state entities.)
- The nine-month contract period is based on the following milestones:
- TRB Notice to Proceed. All deliverables are electronic.
- Stage 1 Deliverable: Detailed Work Plan, Survey Questionnaire, and Report Outline- Due two weeks after Notice to Proceed.
- Stage
2 Deliverable: First Draft Report- Due four months after topic panel
approval of work plan, questionnaire, proposed survey respondents, and
report outline.
- Panel
meeting to review first draft report - ACRP funds principal
investigator's travel and panelists to meet at a pre-arranged date and
location
- Stage 3 Deliverable: Second Draft Report- Due one month after consultant meeting with topic panel to review first draft report.
- Stage
4 Deliverable: Final Draft Report- Due one month after delivery of
ballot comments on second draft report. Deliverable includes final
consultant report, editing copy double spaced and stripped of figures
and tables. Each figures, tables and appendices are in a discrete file.
TOTAL CONTRACT PERIOD: 9 Months
- Principal
investigators/consultant will be paid $45,000 on a fixed-fee basis. To
propose, please send a single PDF file containing a one-to-two page
letter of interest, a resume providing your qualifications, and a
statement that you can comply with the terms of our contract. This is
the only requirement for expression of consultant interest.

NEW TOPICS
PROPOSE NEW TOPIC FOR FY 2021
New topics for FY 2021 will be selected in October 2020.
New topics are accepted at any time, and are gathered in the fall for
selection by the ACRP Synthesis Oversight Panel 11-03. To submit a new
topic go to ACRP IdeaHub. The following factors are considered in the selection process for synthesis topics:
- The topic should address a problem that is widespread enough to generate broad interest in the synthesis.
- The
topic should be timely and critical for expediting delivery, improving
the quality, or lowering the cost of transportation programs.
- The
topic is appropriate if current practice is non-uniform or inconsistent
from agency to agency, or if the validity of some practices appears to
be questionable.
- The
quality and quantity of useful available information should indicate a
need to organize and compress that which has already been learned and
written on the topic.
- The
topic should not be one where ongoing research or other activities in
progress might be expected to render the synthesis obsolete shortly
after completion.
