Harbor Safety Committees (HSCs) are local coordinating bodies located throughout the country that work with the U.S. Coast Guard to address issues relating to the safety, security, mobility, and environmental protection of a port or waterway. HSCs coordinate issues relating to commercial as well as recreational marine transportation. Membership of HSCs is typically comprised of local representatives of governmental agencies, maritime labor and industry organizations, and public interest groups. While there are many issues that are unique to each port, there are also many that are common to all ports, whether coastal or riverine. Each year, these committees come together for a national conference that provides an opportunity for HSCs to engage in a robust exchange of information on current challenges, best practices, case studies, and lessons learned. Additionally, the conference offers the opportunity for HSCs to engage both public and private executive leaders on issues relating to marine transportation.
The Attendee and Speaker rates include all sessions, continental breakfast each morning, Wednesday and Thursday lunch, the Wednesday Evening Welcome Reception, and the Thursday Evening Reception.
The Spouse/Guest rate includes the Wednesday Evening Welcome Reception.

- By bus: Metrobus runs a D.C.-Dulles bus (No. 5A) that originates at the L'Enfant Plaza Metro station and stops at the Tysons-Westpark Transit Station (at Jones Branch Drive and Spring Hill Road in McLean) and the Herndon-Monroe Park and Ride Lot (on Sunrise Valley Drive in Fairfax). Buses depart L'Enfant Plaza hourly from 5:33 a.m. to 10:37 p.m. daily. Buses depart Dulles hourly from 6:28 a.m. to 11:40 p.m. weekdays and 6:35 a.m. to 11:35 p.m. weekends. - By subway/bus: Washington Flyer express bus service travels from the West Falls Church Metro station to Dulles every 30 minutes starting at 6:15 a.m. weekdays and 8:15 a.m. weekends until 10:45 p.m. daily. Buses depart Dulles every 30 minutes starting at 5:45 a.m. weekdays and 7:45 a.m. weekends until 10:15 p.m. daily. The trip is 25 minutes and costs $8 one way or $14 round trip. - Dulles International Airport (IAD):
- Subway or bus: Trains run to National, a stop on the Blue or Yellow lines, at the concourse (Level 2) near terminals B and C. Hours: Monday to Thursday, 5:30 a.m. to midnight; Friday, 5:30 a.m. to 3a.m.; Saturday, 7 a.m. to 3 a.m.; Sunday, 7 a.m. to midnight. Free shuttles run between the Metro station and the main Terminal A (Alaska Airlines, Midway Airlines, Northwest and ATA). Metrobuses stop at the base of the subway station. - Baltimore Washington International Airport (BWI):
- By train: Both Amtrak and MARC trains travel from Union Station and New Carrollton to the BWI Rail Station, where a free shuttle bus connects you to the airport.
- Amtrak: From Union Station, trains run from 5:05 a.m. weekdays and 5:25a.m. on weekends until 10:00 p.m. daily. Departures from New Carrollton are approximately nine minutes later. Return service from BWI starts at 6:53 a.m. and ends at 11:33 p.m. weekdays and 11:41 p.m. weekends. - By taxi: Fares are about $55 one way from downtown Washington and $65 from Bethesda, $62 from Reagan National and $90 from Dulles International Airport.
