Instead of building new roads, schools, sewers, and utilities, governors are increasingly turning to fixing and enhancing existing infrastructure as a way to control government spending, create and retain jobs, and revitalize communities, according to a review of state programs by the National Governors Association (NGA) Center for Best Practices.
