TRB Volunteer Profile: Barbara Harsha
Barbara Harsha, a principal at BLH Consulting LLC, is a featured volunteer in the
TR News. Prior to her work at BLH, Ms. Harsha was the Executive Director at the Governors Highway Safety Association (GHSA) for twenty-five years. While there, the GHSA developed and updated its Model Minimum Uniform Crash Criteria (MMUCC), as well as highway safety and traffic records performance measures that are used in many state highway safety plans. Ms. Harsha also created many planning and management guidance documents for states, and helped to develop
Countermeasures that Work, a research summary of behavioral countermeasures for the National Highway Traffic Safety Administration.
Ms. Harsha specializes in behavioral highway safety issues such as occupant protection, drunk driving, teen driving, and distracted driving. At BLH, she coauthored a guideline to help states determine how to measure their compatibility with MMUCC, and served on an Alabama Department of Transportation panel on highway safety workforce development. She also helped to create a strategic highway safety research plan for AASHTO.
At TRB, Ms. Harsha has served on numerous standing committees, and has been a member of several NCHRP panels.
