TRB Webinar: To fuel or not to fuel–guidance for providing aircraft fueling services

If you’re an aviation professional, you are probably aware of the complexities of airport fueling facilities now that the industry has been altered by the advent of more fuel-efficient aircraft. TRB hosted a webinar on Wednesday, February 12, 2020, from 2:00 PM to 3:30 PM ET that outlined the business aspects of an airport-operated fueling facility. Presenters described inventory management, fuel pricing, and record keeping. They also discussed operational and common legal challenges associated with fuel farms, such as using appropriate government documents, fuel farm ownership models, and general best practices.

This webinar draws on research from ACRP Research Report 192: Airport Management Guide for Providing Aircraft Fueling Services, and ACRP Legal Research Digest 28: Operational and Legal Issues with Fuel Farms.

Webinar Presenters:

  • Lois Kramer, Kramer Aerotek Inc.
  • Eric Pilsk, Kaplan Kirsch & Rockwell LLP
  • David Bannard, Kaplan Kirsch & Rockwell LLP
  • Curt Castagna, Aeroplex/Aerolease Group

Moderated by: Mark Gibbs, San Bernardino International Airport Authority

 Webinar Outline

  1. Discuss the business aspects of an airport operated fueling facility
  2. Introduce a suite of record-keeping templates for evaluating fuel sales and informing stakeholders about performance and results
  3. Describe an airport case study
  4. Discuss common legal issues associated with fuel farms
  5. Explain how airports can meet key operational obligations
  6. Discuss approaches to address issues, including use of appropriate governance documents and fuel farm ownership models
  7. Question and answer session

The first 60 minutes of the webinar will be for presentations and the final 30 minutes will be reserved for audience questions.

Learning Objectives

At the end of this webinar, you will able to:

  • Describe a systematic approach to fuel pricing that builds in direct and indirect costs
  • Evaluate fuel sales and effectively communicate results with stakeholders
  • Discuss the legal and operational issues associated with fuel farms
  • Identify the governance documents and ownership models airports use to operate fuel farms

Continuing Education Units for Accredited Airport Executives

The American Association of Airport Executives (AAAE) will provide 1.0 Continuing Education Unit (CEU) to accredited airport executives who attend this webinar. Claim CEUs by visiting www.aaae.org/ceu. For questions about AAAE continuing education units, please contact accreditation@aaae.org.

Continuing Legal Education (CLE) Credits

TRB is offering 1.25 CLE credits for this webinar. TRB did not seek approval for the above listed workshop from the state board, so we advise that you contact your state board prior to registering for the webinar to see if credits would be accepted. Registered webinar attendees who sign in and view the entire webinar will receive a link to a certificate that they can fill out and provide to their board. Complete a certificate for each state in which you are required to file. Rules for CLE in some states require the provider to file attendance with the regulator as a service to lawyers. Please confirm jurisdictional reporting requirements with the state regulator. This certificate should be filed with the appropriate MCLE Board(s) or Commission(s) within 30 days of activity. Introductory remarks, keynote addresses, business meetings, breaks, receptions, etc., are not included in the computation of credit. TRB will retain a copy of your attendance; however, TRB is not required to submit attendance to the board.

Registration is available until just before the webinar starts. Once the webinar starts, you will be unable to submit your registration. Individuals that are registered for a webinar but do not receive their confirmation emails due to their organization’s internal firewalls should contact the TRB Helpdesk for assistance in signing in.
