TRB Webinar: Automated Enforcement for Speeding and Red Light Running

TRB conducted a webinar on March 25, 2013, from 2:00 p.m.-3:30 p.m. ET that highlighted TRB’s National Cooperative Highway Research Program report: Automated Enforcement for Speeding and Red Light Running, which provides an assessment of automated speeding and red light enforcement activity in the United States and develops guidelines for current and future programs. Contact Reggie Gillum at RGillum@nas.edu for more information about accessing the recording of the webinar.

There is a national emphasis on highway safety and the attainment of aggressive reductions in traffic fatalities. Two significant factors in fatal crashes are speeding and red light running. Technologies have been developed to automatically detect these and other traffic violations. In 2004, the AASHTO Board of Directors passed a policy resolution to support greater use of automated traffic enforcement. Implementation of these technologies has grown to the point that studies of best practices and research on their effectiveness can provide valuable information for state and local jurisdictions contemplating automated traffic enforcement.

The intended audiences for this webinar are public agencies primarily responsible for the safety of roadways and intersections, including enforcement agencies, highway engineers, legislators, and elected officials.

Webinar Presenters:
Kimberly Eccles, Vanasse Hangen Brustlin, Inc.
Glenn Hansen, Howard County Police Department and Traffic Safety Solutions, LLC
Rebecca Fiedler, Vanasse Hangen Brustlin, Inc.

Moderated by: Jeffrey Shaw, U.S. Federal Highway Administration

Webinar Outline:
  • Introduction
  • Scope and objectives: scope is targeted at agencies that have decided to use automated enforcement, but will not address the decision whether to use automated enforcement
  • Background research that guided development of the guidance
  • Guidance: 14 areas developed in the research with examples to illustrate the findings
  • Five key qualities of successful programs
  • Other Resources
The first 60 minutes of the webinar is for presentations and the final 30 minutes is reserved for audience questions.

Learning Objectives:
  • To understand the development of the guidance on automated enforcement programs and their basic components.
  • To be aware of key qualities of a successful automated enforcement program and how those qualities contribute to success.
  • To learn know how to locate additional resources related to automated enforcement.
