Problem Submittals for FY 2026 Behavioral Traffic Safety Cooperative Research Program

TRB and the Governors Highway Safety Association (GHSA) are soliciting candidate research problem statements for the fiscal year 2026 Behavioral Traffic Safety Cooperative Research Program. Problem statements are to submitted electronically via this link. The problem statement template is here. To be considered for the FY 2026 program, problem statement submittals must arrive by midnight EST on January 17, 2025 -- this is a firm deadline. Please direct any questions you may have to Richard Retting rretting@nas.edu.

The TRB's parent organization—the National Academies of Sciences, Engineering, and Medicine—has recently reviewed its policies regarding conflict of interest. BTSCRP Web-Only Document 6: Communicating Safe Behavior Practices to Vulnerable Road Users

Published in 2023, BTSCRP Web-Only Document 6: Communicating Safe Behavior Practices to Vulnerable Road Users presents a toolkit to help traffic safety practitioners communicate safe behavior practices to vulnerable road users, including pedestrians, cyclists, and motorcyclists, all of whom lack the basic safety protections provided to vehicle occupants by automobiles.


BTSCRP Research Report 8: Highway Safety Behavioral Strategies for Rural and Tribal Areas: A Guide

Published in 2023, BTSCRP Research Report 8: Highway Safety Behavioral Strategies for Rural and Tribal Areas: A Guide presents results from a multidisciplinary research project that developed a toolkit of behavioral traffic safety countermeasures for highway safety partners focused on rural road safety (e.g., tribal authorities, local government, law enforcement, emergency responders, engineers) to reduce the frequency and severity of motor vehicle crashes on roads in rural areas.

BTSCRP Research Report 9: E-Scooter Safety Toolbox

Published in 2023, BTSCRP Research Report 9: E-Scooter Safety Toolbox presents findings from a multiyear research effort that sought to build on existing research to date, identify key gaps in knowledge and data related to e-scooter behavioral safety, and develop evidence-based guidelines that can enhance the coordination of behavioral safety programs and countermeasures with a broader toolbox of approaches to improve safety for all road users.


BTSCRP Research Report 10: Combined High-Visibility Enforcement: Determining the Effectiveness

Published in 2024, BTSCRP Research Report 10: Combined High-Visibility Enforcement: Determining the Effectiveness presents a scalable evaluation framework and methodologies for use in determining the effectiveness of high visibility enforcement campaigns to reduce crash frequency and severity involving road user behaviors such as impaired driving, lack of seat belt use, distracted driving, and speeding.

The Behavioral Traffic Safety Cooperative Research Program (BTSCRP) provides practical solutions to save lives, prevent injuries, and reduce costs of road traffic crashes associated with unsafe behaviors. BTSCRP addresses topics such as distracted and impaired driving, speeding, characteristics of younger and older drivers, and law enforcement.
