TRB’s Transportation Research Circular E-C142: Methodology for the Development and Inclusion of Crash Modification Factors in the First Edition of the Highway Safety Manual explores the literature review procedure and inclusion process related to development of Part D—Crash Modification Factors of the Highway Safety Manual (HSM), which is expected to be released later this year. The development of Part D of the HSM required a systematic procedure to review, document, and filter the large mass of safety information published in the past several decades.
