TRB Webinar: Transportation Funding Challenges and Opportunities in the Age of the Moving Ahead for Progress in the 21st Century (MAP-21) Legislation

TRB conducted a webinar on May 14, 2013 from 2:00 p.m.- 3:30 p.m. ET that examined the funding and finance impacts of the Moving Ahead for Progress in the 21st Century (MAP-21) legislation, including its successes and shortcomings. The Moving Ahead for Progress in the 21st Century surface transportation authorization bill ushered in noteworthy changes to federal transit and highway funding and finance, but did not address the longer-term need for new revenues to sufficiently fund federal transportation programs and keep the Highway Trust Fund and Mass Transit Account stable. In addition to examining the funding and financial impacts of MAP-21, this webinar will consider the implications of the enacted legislation and forthcoming regulations and opportunities.

This webinar was organized by the TRB Standing Committee on Revenue and Finance (ABE 10).

  2. Summary of the current state of federal surface transportation funding under MAP-21 and likely future-year funding levels given trends in fuel consumption and resulting revenue growth. (Sarah Puro)
  3. U.S. Department of Transportation perspective on MAP-21 approved funding levels and funding policy changes enacted under the legislation. (Beth Osborne)
  4. Overview of proposed and enacted transit federal funding policy changes under MAP-21 and potential changes in the next reauthorization and beyond. (Art Guzzetti)
  5. Overview of proposed and enacted toll policy changes under MAP-21 and potential toll policy changes in the next reauthorization and beyond. (Nathan Macek)
The first 60 minutes of the webinar is for presentations and the final 30 minutes is reserved for audience questions.

  • To explain fundamental challenges facing federal surface transportation funding programs.
  • To list key federal funding and financing policies enacted under MAP-21.
  • To understand the basics of MAP-21 funding and finance policies for transit and highway projects.
