TRB conducted a webinar on April 2, 2015, from 2:00pm to 4:00pm ET that explored a variety of policy issues related to the issuance and management of debt for surface transportation projects. The extent to which debt financing is used by states for transportation projects is being considered by policy makers and the private sector. Decision makers must weigh pay-as-you-go financing versus debt financing within the framework of determining the most appropriate public policy. The research and guidance issued on debt issuance for surface transportation projects has been limited.
This webinar was organized by the TRB Standing Committee on Revenue and Finance.

The first 90 minutes of the webinar will be for presentations and the final 30 minutes will be reserved for audience questions. The Registered Continuing Education Program (RCEP) categorizes this webinar activity as relating to health, safety, and welfare including core technical.
Learning Objectives
At the end of this webinar, participants will be able to:
- Expand the knowledge base of current state departments of transportation debt finance practices;
- Identify the issues of pay-as-you-go financing versus debt financing;
- Explain the issues relating to the sustainability of debt;
- Discuss other issues associated with the issuance of debt for surface transportation purposes; and
- Identify high priority research needs as a basis for developing future NCHRP studies or calls for papers.
