2027 TRB Annual Meeting: Kay Fitzpatrick Awarded the Thomas B. Deen Distinguished Lectureship
Dr. Kay Fitzpatrick, senior research fellow at the Texas A&M Transportation Institute (TTI), is the 2027 recipient of the Thomas B. Deen Distinguished Lectureship. Throughout a career spanning more than four decades, Fitzpatrick has advanced the fields of roadway geometric design, pedestrian traffic control devices, and transportation safety through research that has shaped transportation practice across the United States. Her work has improved the design and operation of highways and streets, enhanced pedestrian safety, and informed approaches to speed management and the Safe System approach.
The Deen Lectureship recognizes the career contributions and achievements of an individual in one of the areas covered by TRB’s Technical Activities Division. Originally known as the Transportation Research Board Distinguished Lectureship, the award was renamed in 2002 in honor of the eighth TRB executive director, Thomas B. Deen, who served with distinction from 1980 to 1994. Honorees are invited to present overviews of their technical area of expertise, including evolution, present status, and prospects for the future. Fitzpatrick will deliver her lecture titled "Addressing Roadway Safety, One Step at a Time" on Monday, January 11, 2027, at the TRB Annual Meeting.
Since returning to TTI in 1989, Fitzpatrick has become one of the transportation profession’s most influential researchers in roadway design, pedestrian traffic control devices, and safety. An internationally recognized expert in roadway geometric design, roadway safety, traffic control devices, pedestrian facility design, and traffic operations, she has contributed to hundreds of research reports, technical guides, and scholarly publications. Her research has been incorporated into foundational transportation references, including the American Association of State Highway and Transportation Officials’ (AASHTO’s) Policy on Geometric Design of Highways and Streets (the “Green Book”), the Federal Highway Administration’s Manual on Uniform Traffic Control Devices, and the Texas Department of Transportation’s Roadway Design Manual.
Among her most significant contributions has been research that advance innovative treatments for pedestrian safety, including the Pedestrian Hybrid Beacon and the Rectangular Rapid Flash Beacon. She has also helped develop crash modification factors for pedestrian treatments, Super 2 highways, and intersection designs. Her work on the relationship between roadway design, operating speeds, and posted speed limits has fundamentally improved understanding of speed management and informed national transportation policy, including the first U.S. National Road Safety Strategy.
Fitzpatrick’s influence extends beyond research to leadership and service. A dedicated TRB volunteer for 40 years, she served as chair of the Standing Committee on Operational Effects of Geometrics from 2011 to 2017, helping guide the committee’s strategic research agenda and strengthening partnerships that informed successive editions of the Green Book. She has served on numerous TRB committees and subcommittees spanning geometric design, pedestrians, managed lanes, safety performance, and freeway operations, and she played a key role in fostering the conference series Urban Street Symposium (Uptown, Downtown, or Small Town: Designing Urban Streets that Work) and other influential forums for transportation research and practice.
Throughout her career, Fitzpatrick has received numerous honors recognizing both her research excellence and service to the profession. These include the Texas A&M University Regents Fellow Service Award, the ITE Burton Marsh Distinguished Service Award, multiple Researcher Awards from TTI, the AASHTO Sweet 16 Project Award for High Value Research, and several best paper awards including TRB’s Fred Burggraf, Patricia F. Waller, and D. Grant Mickle (twice) awards.
Known as an engaging and thoughtful communicator, Fitzpatrick has been described as a trailblazer for advancing women in transportation research and has inspired generations of practitioners, researchers, and students. Her ability to connect research findings to real-world implementation has helped transform transportation practice and improve safety outcomes for all road users. As the transportation community continues to address persistent challenges related to pedestrian safety, speed management, and roadway design, Fitzpatrick’s career offers a compelling perspective on how research can drive meaningful change and shape the future of transportation.
She holds a bachelor’s and master’s degree in civil engineering from Texas A&M University and a doctorate in civil engineering from Pennsylvania State University. She has authored or contributed to more than 300 publications and remains a leading voice in roadway design, pedestrian treatments, traffic operations, and transportation safety research.
Fitzpatrick’s career has exemplified the power of research to transform transportation practice, with contributions that have improved roadway design, traffic operations, and safety for millions of road users. Through her technical leadership, influential service to TRB and the profession, and unwavering commitment to mentoring future generations, she has left an enduring mark on the transportation field and is exceptionally deserving of the Thomas B. Deen Distinguished Lectureship.
