Whether planning a late-summer vacation or already sending the kids back to school, it's always a good time to remind others about the dangers of distracted driving. BTSCRP Research Report 1: Using Electronic Devices While Driving: Legislation and Enforcement Implications, released in 2021 by TRB's Behavioral Traffic Safety Cooperative Research Program, offers a concise, adaptable template for states to regulate wireless communication by drivers, particularly focusing on reducing distracted driving. It defines key terms like “wireless communication device” and “stand-alone electronic device,” establishes clear prohibitions on handheld use while driving, and outlines specific exceptions such as emergency use and hands-free operation. The model emphasizes enforceability and public safety while providing flexibility for states to tailor the language to their legal systems. This framework supports consistent, effective distracted driving laws across jurisdictions to protect all road users.
