Resources on Diversity, Equity, and Inclusion (DEI) in Public Transportation
Transportation providers aim to ensure equitable and safe access to transportation for all citizens. The TCRP has curated a list of resources that address transit community needs, delivery of equitable services and mobility requirements, affordable housing policies, fare equity, inclusive public participation in transit decision-making, and other areas relevant to DEI and public transportation.

The TRB Transit Cooperative Research Program's TCRP Synthesis 159: Assessing Equity and Identifying Impacts Associated with Bus Network Redesigns documents the current practice of how transit providers are defining, assessing, and addressing the equity impacts of bus network redesigns, including and beyond the Federal Transit Administration’s Title VI regulatory requirements.
The TRB Transit Cooperative Research Program's TCRP Synthesis 160: Fare Capping: Balancing Revenue and Equity Impacts includes a review of the literature; a survey of 35 North American transit agencies that have recently considered implementing, are in the planning stages of implementing, or have implemented fare capping; and detailed case examples for five transit agencies that provide greater insight into the motivations, program designs, implementations, and lessons learned.
The TRB Transit Cooperative Research Program's TCRP Synthesis 162: Coordination of Public Transit Services and Investments with Affordable Housing Policies looks at the current body of published works focused on the affordable housing and transit nexus. This synthesis explores not only ways transit agencies are coordinating with affordable housing initiatives but also the ways regional planning agencies, local governments, and affordable housing partners are helping to bridge housing and transit to realize the full potential of each.
The TRB Transit Cooperative Research Program's TCRP Synthesis 163: Considering the Unbanked in Cashless Fare Payment at Point of Service for Bus/Demand-Response Services is designed to help inform transit systems of the impacts of going cashless. Several emerging trends are identified, including that transit agencies are seeking to understand how many riders are unbanked and how to meet their needs.
The TRB Transit Cooperative Research Program's TCRP Synthesis 167: Partnerships for Equitable Pandemic Response and Recovery identifies how transit agencies were able to quickly pivot during the pandemic to deploy resources for other temporary “incidental uses” and respond to the need for essential services. Through these incidental uses of vehicles and facilities, public transit agencies across the country kept workers actively employed while expanding equitable access in unprecedented ways.
The TRB Transit Cooperative Research Program's TCRP Synthesis 170: Inclusive Public Participation in Transit Decision-Making documents current, effective, ongoing public participation mechanisms resulting in, and instilling participation from, communities of color; communities with limited English-language proficiency and low-income populations; and people with disabilities.
The TRB Transit Cooperative Research Program's TCRP Research Report 237: Fare-Free Transit Evaluation Framework presents a framework that can be used by public transit practitioners to evaluate the potential benefits, costs, and trade-offs of implementing fare-free transit.
