Valuation and Compensation Approaches in Utility Accommodation: A Guide
State departments of transportation (DOTs) have a variety of practices and compensation structures
for accommodating utility and communication installations on public rights-of-way (ROW).
There is no single best practice, and the best approach for a particular state will depend on a
number of factors, including the type of utility, the location of the installation, and the
state's laws and regulations.
NCHRP Research Report 1053: Valuation and Compensation Approaches in Utility Accommodation: A Guide,
