On June 26, 2013, SHRP 2 hosted a webinar for the California Department of Transportation (Caltrans) that presented background information on TCAPP, gave a tour of the TCAPP webtool, and showed how TCAPP case studies can be used for transportation projects that are facing challenges. Presenters included Neil Pedersen, Deputy Director of SHRP 2, and Janet D'Ignazio, Vice President of ICF International and Principal Investigator for the development of TCAPP. Prebid Webinar: SHRP 2 Implementation Support Contracts

On August 21, SHRP 2 released three RFPs—C55 (Capacity Implementation Support), L55 (Reliability Implementation Support), and R55 (Renewal Implementation Support)—which are available on the following page. This webinar provided information, which will be useful for submitting proposals, to potential proposers for the three implementation support contracts, and it provided an opportunity for potential proposers to address any questions that they may have. The slides are available as a PDF and a recording is also available. The webinar recording works best in Windows Media Player; a codec is required to play the recordings.

Pre-Bid Webinar for SHRP 2 Capacity Projects to Pilot Test TCAPP and T-PICS

On March 20, 2012, the second Strategic Highway Research Program (SHRP 2) released two requests for proposals (RFPs). These RFPs will fund pilot tests of the two largest SHRP 2 Capacity products: Transportation for Communities—Advancing Projects through Partnerships (TCAPP), a web-based guide to conducting collaborative transportation planning and project development, and Transportation Project Impact Case Studies (T-PICS), a web-based economic impacts assessment tool. The pilot test projects are SHRP 2 Capacity project numbers C33 and C39. TRB conducted a webinar on Tuesday, March 27, 2012,  to provide information about the two pilot project RFPs to prospective bidders. Opportunities were provided for questions and answers about both RFPs.The webinar presentation is available as a PDF.

This session provided more information about TCAPP and T-PICS to help attendees decide whether they want to prepare a proposal in response to the C33 and C39 RFPs, and to help attendees prepare better proposals.

Recorded TRB Webinar: A Community Visioning Approach to Support the Collaborative Decision-Making Framework for Transportation Investments

Transportation practitioners strive to develop and maintain community support to deliver a successful project. As a project moves through the processes of planning, design and construction and becomes operational, the early commitment to a consensus can erode. Visioning is a tool that can help maintain consensus as the project progresses. On May 25, 2011, TRB conducted a web briefing or "webinar" that explored ways to more effectively incorporate the public involvement process of community visioning into collaborative planning of new highway capacity projects. SHRP 2 is developing a supporting framework for visioning, known as
Transportation—Visioning for Communities (T-VIZ), which enables broad, strategic outcomes of visioning to transfer to specific, focused planning and project processes. Panelists presented information about a model vision process, or Vision Guide, which is a blueprint for the preparation, creation, and implementation of a visioning process. This structured, simplified process can better enable practitioners to engage in visioning during transportation planning. For more details, view a summary of the webinar. Recorded TRB Webinar: Expedited Planning and Environmental Review of Highway Projects

On May 4, 2011, TRB held a webinar that identified, described, and evaluated effective tools and techniques for practitioners and decision makers to expedite the planning and environmental review of transportation projects. SHRP 2 assembled tools and practices to collaborate on highway projects in
Transportation for Communities—Advancing Projects through Partnerships (TCAPP), which is currently in its beta test phase. TCAPP provides a “Collaboration Assessment” tool that pinpoints areas where the individual process or team dynamics are not supportive of collaboration and provides some strategies to address those issues. Projects can be delayed or expedited in every phase of delivery, and TCAPP provides information that can be used to understand and implement specific strategies for expediting project delivery. This effort was specifically directed to evaluate the earlier phases of project delivery that lead up to final design and construction. Nearly all of the strategies described are implemented during the planning, National Environmental Policy Act (NEPA), and/or permitting phases. For more details, view a summary of this webinar. SHRP 2 conducted two back-to-back webinars on July 29 and July 30, 2010, that featured SHRP 2 work in progress on broad-scale ecological approaches to conservation design and mitigation of highway impacts and resultant conservation; related presentations by the US Army Corps of Engineers on watershed planning and 404 permitting; and presentations by US Fish and Wildlife Service and state natural resource agencies on integrating planning for species recovery and strategic habitat conservation in the Section 7 consultation process. This work embodies watershed, landscape, and habitat approaches to conservation and emphasizes planning-level environmental analysis and decision making to better focus and leverage investments for wetlands, species, habitats, and water quality improvement. Questions related to RFP C21 (released July 27) for pilot testing SHRP 2 ecological work were also addressed. SHRP 2 conducted a web briefing or “webinar” on May 25, 2010, that explored and demonstrated the Transportation Project Impact Case Studies (T-PICS) web tool. T-PICS is designed to help organizations such as state departments of transportation, metropolitan planning organizations, and economic development agencies quickly assess the long-term economic impacts of highway capacity projects. SHRP 2 conducted a web briefing or “webinar” on Thursday, April 15, 2010 that explored new tools designed to help implement integrated conservation plans and mitigation activities. A project to pilot test these new tools will be let by SHRP 2 in July, and the webinar also examined ways in which these new tools might be pilot tested, as a means to help researchers decide if they want to propose to conduct the pilot testing. SHRP 2 Capacity project C01: A Framework for Collaborative Decision Making on Additions to Highway Capacity has released the beta version of a web-based resource to help transportation and resource agencies work in collaboration to develop and deliver “right-sized” highway projects quicker. A demonstration of the TCAPP website was included in a Webinar on February 11, 2010. A recording of the Webinar is available in Windows Media Player format, and the slides are available as a PDF. The Webinar also served as a pre-bid conference on opportunities to pilot test TCAPP and help potential proposers decide if they want to propose to conduct pilot tests that will be announced in March. Organizations interested in participating in pilot tests are encouraged to form teams by finding other interested parties in the SHRP 2 Research Team Builder. Responses to questions that were unanswered during the C18 prebid webinar can be found on this webpage.
