NCHRP FY 2023 Program Announcement and Solicitation for Panel Nominations

Panel Nominations Due by June 30, 2022

On April 14-15, 2022, the AASHTO Special Committee on Research and Innovation (R&I) formulated NCHRP's FY 2023 Program. NCHRP is soliciting panel members for these FY 2023 NCHRP projects.

Please identify or nominate qualified individuals online, through this link, by June 30, 2022. We encourage the nomination of members of historically underrepresented groups, including women, young professionals (age 35 and younger), and members of minority groups.

FHWA employees will receive an e-mail from Ms. Jean Landolt on the assignment of FHWA liaisons. As a reminder, FHWA employees may serve as liaisons to NCHRP panels but not as members.

Panels for the new projects are scheduled to meet beginning in August through November. Panel members are prohibited from submitting or participating in preparation of proposals on projects under their jurisdiction. They serve without compensation but are paid travel and subsistence expenses. Travel insurance is provided at no cost to the members. In many cases, three meetings are held in the life of a project, and these normally occur in Washington, D.C., but this year—given continuing uncertainty about travel—decisions about whether to hold a meeting in person will be made on a case by case basis; online attendance will be an option if needed. The first meeting is to develop a request for proposals that is used to solicit proposals; the second meeting is to select a research agency from among those submitting proposals. Typically, a third meeting will be held to review progress with the research team while the research is active.

Before nominating yourself to serve as a panel member, please review our Conflict of Interest policy. Please be advised that if you are selected to serve on a panel and we receive a proposal for that project that presents a conflict of interest for you, we will reject the proposal. This also applies to liaisons.

NCHRP FY 2023 Synthesis Study Topics and Solicitation for Panel Nominations

Panel Nominations Due by June 30, 2022

NCHRP announces 22 new synthesis study topics selected for the FY 2023 program. The new project numbers, titles, and preliminary scopes of work are available at this link.

NCHRP invites you to nominate yourself or other candidates to serve on the expert panels that oversee the technical content of these studies, through this link, by June 30, 2022.

NCHRP is also looking for consultants to perform as synthesis principal investigators. To formally express interest in authoring a topic, a two-page cover letter and professional resume or CV is required. Fixed fee is $55,000. Please submit letters of interest, by August 26, 2022, to the Letters of Interest Submission Portal.

The NCHRP 2021 Annual Report presents detailed information on NCHRP's achievements in 2021. It also provides a concise list of research published in 2020 and a list of all active projects, projects completed in 2021, and projects that were approved in 2021 but are not yet under contract. The Annual Report also presents detailed information about how NCHRP operates with oversight by the AASHTO Special Committee on Research and Innovation.

NCHRP's Novel Coronavirus Disease (COVID-19) Response

Following the direction of our parent organization the National Academy of Sciences, Engineering, and Medicine, the majority of our staff are working from home through Spring 2022. Business is continuing as usual, and our staff thanks all of our sponsors, volunteers, and contractors who make this program work.

Panels for new NCHRP projects are scheduled to meet beginning in August. In many cases, three meetings are held in the life of a project, and these normally occur in Washington, D.C., but this year—given physical distancing recommendations and uncertainty about or inability to travel—most meetings will be held virtually.
